A) REQUEST FOR PROPOSAL NUMBER & TITLE

 For our reference, the Request for Proposal Number is “2012 YUSC 107D”

B) BACKGROUND

This request comes from the York University Student Centre (YUSC), a not-for-profit, student owned organization. The Mission of the YUSC is to enhance the quality of student and community life at York University by providing a dynamic, central, multi-purpose facility and by facilitating effective, relevant services, resources, events and commercial activities.

It is the intent of this Request for Proposal that the contractor will provide food services within the Student Centre located at 94 York Blvd (highlighted red in Schedule A) for the provision of food services and optional, limited catering services.

On average 20,000 students pass through the Student Centre daily from September to April.  Of that number approximately 2500 – 3000 will patronize one of the eight food providers in the food court.  The seating capacity is 450 on two levels with over flow moving to the third and fourth floor lounge seating areas. (shaded area in Schedule B)

The Student Centre was completed in 1991 and continues to be the social hub for students attending York University.  The gross area is 133,000 sq/ft on four floors above and one below grade.  The Student Centre is home to the student union office, 40 student club offices, nine service group offices, a childcare facility, a full service restaurant and event space, meeting and study rooms and the student union run food bank and printing centre.

The Student Centre is a $24 Million dollar multi-use facility and has been awarded the North York Design Awards: Outstanding Architecture and Design (1993) and the Governor-General’s Award for Architecture (1996).

C) GENERAL

Provider may occupy the unit after June 30, 2012.
A Fixturing period will be granted to accommodate for the renovations and installations to the space.
Provider shall open to the public no later than September 3, 2012.

D) YUSC PROVISIONS

The YUSC will provide the following:

1. Utilities: water, 100 amp service, 4500cfm exhaust, make-up air, floor drain

2. Central Area Equipment: tables, chairs, recycling and waste bins, serving trays.

3. Central Area Facility Maintenance:
a) Cleaning and repair of central areas
b) Supply of clean serving trays
c) Removal of waste from central garbage room
d) Grease trap cleaning
e) Pest control
f) Excludes janitorial services to provider areas.

4. Exclusive use of:
Provider rental area (shaded area in Schedule C)
Storage unit  (Rm. 034)

5. Shared use of :
Elevator
Garbage room
Loading dock

 
E) PROPOSAL DESCRIPTION/SCOPE
1. The successful Provider’s menu will incorporate healthy food options and provide good value at a price point affordable to students.

2. The term will be sixty (60) month term with the option to extend for a further sixty (60) months provided written communication of intent to extend is received no earlier than twelve (12) months and no less than six (6) months prior to the anniversary date.

3. The Provider shall comply with any agreements with product suppliers entered into by York University.

4. The Provider shall be responsible to obtain liability and property insurance.

5. The Food Service Provider will be required to provide the YUSC with a capital contribution of twenty thousand dollars ($20,000.00)

6. Proposals must include a list of menu items (“the Use Clause”) with prices as proposed by the Provider

7. Additional services of telephone and internet service are the sole responsibility of the Provider.  The Provider may choose to participate in the YU-Card payment method.

8. The Provider shall provide the YUSC with hours of operation.  This information will be posted on the YUSC website and communicated to York University’s Food and Vending Services.  It is expected that the Provider be available for whenever the Student Centre is open to the public.

9. The Provider will be restricted to providing menu items listed in the Use Clause.  Adjustments to the menu must be submitted in writing to the YUSC for approval so as to prevent the duplication of menu items available in the Student Centre.

10. Rental of the unit based on the gross square footage (Base Rent), to be paid monthly, and a percentage rent of 8% of gross revenue on revenues up to $750,000 and 10% on gross revenues of $750,000 or greater, to be paid annually.

11. The Food Service Provider agrees not to carry out any renovations or changes without the prior written approval of the YUSC.

F) SITE VISIT

Site visits will be arranged individually by phone call or e-mail communication during normal business hours.  Visits will begin on April 16, 2012 and continue until April 25, 2012.

G) TIME AND DATE FOR FINAL RECEIPT OF PROPOSALS

Proposals may be submitted enclosed in a sealed envelope or by email to the attention of Scott Jarvis.

H) SELECTION PROCESS

Following the receipt of proposals, interviews, and site visit, submissions will be presented by the Executive Director to the Board of Directors Executive Committee for selection.

I) WITHDRAWAL OF PROPOSAL SUBMISSIONS

Proposers may withdraw their Proposal Submission at any time prior to the Time and Date Set for Final Receipt of Proposal submissions.
